Make all NewLineRequest portabilities

Administrator requested to merge all-new-line-requests-portability into master

We've been informed from the MM team that new registrations are not allowed so far in their API system.

Therefore, we test here from the beggining if the OTRS request is a portability, and if not a NewLineRequestNonPortability exception is raised.

We addapt new_line_request_mapping and the tests.
