Refactor of get_active_services function

Nowadays this function read the 'active services' from the TAGS of the original CRM-Lead used to CREATE the related company_id. Once the 'CE services' model will be implemented in Odoo we will need to refactor this function.

ce_tags was added to res.company when we improved the endpoints. This will have a new iteration when we will start with the services development.
