[FIX] hw_drivers: Fix port 9000 used by Ingenico in IoT

Now we try to open a socket every 3 secondes
It generate some issue for connection of Ingenico
Terminal.

Now we open a socket in the initialization of the socket
interface and listen all devices that send request to
Iot.
