[IMP] l10n_cn: keep only one CoA 


For maintenance reason, keep only one CoA
Update the translation files to reflect the changes
Modify the addons/l10n_cn/data/account_tax_group_data.xml to remove
some tax group

closes odoo/odoo#39226
