[REF] ir.actions.server: cleaning and refactoring.

Main modifications:
- removed dummy, email (now coming with email_template), loop, sms
- cleaned code, made it easy to override
- improved view to ease the definition of new server actions
- changed/updated fields
- added tests
- added changelog
