[FIX] l10n_ch: QR-Invoice don't work for LI customers

Issue :
- Liechtenstein adapted the same QR-Invoice as Switzerland.
However, Odoo only allows the issuance of QR-Invoices to
swiss customers

- Allow LI users to be issued QR-Invoices
