[IMP] web: restore blockquote style lost with BS4

Before this commit, the web_editor option 'Style' which has a `Quote` entry
would not do anything visually.

Indeed, what it does is inserting a `<blockquote/>` element in the DOM but is
has no style anymore in BS4.

This commit restore the style we had with BS3.
