[IMP] l10n_ch: translate CoA in de and de_CH

de_CH was not available before, people migrating will not get their CoA
translated.
Rename the translation file so it is loaded by any de_* language
Add multiple spoken_languages to be sure to load each one via the
process_translation mechanism.
