publish the translations on Transifex

This commit will breaks thigs in odoo/enterprise, so its counterpart
will be committed there

How great is it to get Odoo (almost) 9.0 (almost) translated?

Clean .tx/config file
Regenerate .pot files
Fetch current translations from Transifex (10% completion)

Add new website_form module

Remove from the list of translatable modules the modules that do not contains
any term and have empty .pot file.

To integrate the list of new modules or renaming

[REM] website_project: this half-finished module does not make sense anymore since public projects have been removed

[IMP] project,project_issue,project_timesheet,project_issue_sheet: project visibility and access rights modifications
[REM] portal_project: move ALL the things
- move portal access rights from portal_project  and website_project_issue to project and project_issue
- move portal menuitems back to their respective module
- remove public visibility of projects
- adapt demo data to have a 'Demo Portal' project
- add correct access rights for account.analytic.line for portal users
- small view tweak (do not display 'timesheet' tab if one can't see antyhing in it anyway)

The account_check_writing module offers the structure for other modules
to add check printing facilities (like l10n_us_check_printing), in and of
itself it brings no functionality.
