Fix tests with previous_provider info

• Fix some tests which used service_supplier instances to fill previous_provider from broadband and mobile isp info. This error was silent because we were using just the their id as integers.

• Add constrains for previous_provider from mobile and broadband isp info to ensure that the given provider allows the respectives services, checking the mobile or broadband boolean flag.
