add the new languages

Much noise due to the different softwares that do not indent the terms the same
way. Merged the po files with --no-wrap option which makes long lines.

2. msgcat odoo-9 .po & odoo-master .po into saas-12 .po files
3. msgmerge saas-12 .po with saas-12 .pot files to keep relevant terms

Clean .tx/config file
Regenerate .pot files
Fetch current translations from Transifex (10% completion)

Now that most refactoring has been merged

It is better to have red a great work of another culture in translation than never to have read it at all.
