Update required parameters exceptions

Administrator requested to merge update-required-param-exceptions into master
  • Fix compulsary portability checking, we can have new number registrations comming.
  • In here, we understand that we are asking for a portability if an existing phoneNumber line is comming with the request.
  • Adapt AccountRequiredParamsError to the same structure as NewLineRequestRequiredParamsError
