Deploy pymasmovil-proxy in dev mode

Administrator requested to merge deploy-app-in-dev-mode into master

This is the bare minimum we need to set up the proxy in a server publicly reachable from the internet so we can start the integration between OTRS and this proxy.

None of this changes is set in stone. Naming and settings may vary in the future.
