Fix: Allow to remove bonds without adding new ones when changing tariffs

Administrator requested to merge change-tariff/avoid-null-error-when-removing-bonds into master

Some changes imply removing a bond without adding any one. So far, this casuistry raised a NullTariffChangeException, which is wrong.
