Add tariff class

Apply search methods for the tariff tables in db Add specific exception for those tariff-related search methods

The function build_new_line_request_from_OTRS_fields now maps also tariffs, from the OTRS requested params (data, minutes) to the corresponding MM tariff. Fixtures and tests added to check the tariff mapping logic
