Implement portability / new_registration logic

Administrator requested to merge add-donorOperator-db-mapping into master

  • DF "tipusServeiMobil" informs about the process being a portability case or not. If the line type is portability, new_line requests need more variables to build the MM OrderItem. Raise exception if some required portability parameter is missing (IncompletePortabilityDataException)

  • Map in DB donorOperators from SC to those of MM Send the correct mm_code as new_request_parameter according to the list of MM donorOperators provided by their endpoint: v0/query-util/operator
