Change tariff endpoint and view

Administrator requested to merge change-tariff-endpoint-and-view into master
  • Commit 1: Add endpoint, view and empty task to change tariffs Prepare the proxy to recieve requests to change tariffs from existing assets in the MM platform.
  • Commit 2: Move some tests inside test folders
  • Commit 3: Fill change-tariff task and add tests

TODO:

  • Check that the MM endpoint for change-tariff works
  • Notify OTRS
