Expose the port 8080 if are in development env

Administrator requested to merge fix/development-exposed-port into master

When we are in development environment, we need expose directly the port 8080 because we skipe install and configure NGINX. In the future we can try to install NGINX in our development environment and manage the SSL certificates, but by now, we can continue with this conditional in the template.
