Workaround to fix the problem with the locales.

Administrator requested to merge fix/workarount-template-locales into master

We have problems to print invoices with the ESP language. If onle userAccount has the language set ESP, the REPORT_LOCALE var is setted as default fr_FR instead of es_ES what is expected. We define the locale of fr with the same translations that the es locale.
