Moved search coverage tickets from Tryton Eticom module

Administrator requested to merge move_search_coverage_tickets into master

This MR moves code from Eticom tryton module to this library.

We don't want to move all the logic related to this process because this process will be changed in the future with the new forms.

I only move the parts that interact with PyOTRS to clean the Tryton module of PyOTRS interacts.
