Set a Service Level Agreement (SLA) to fiber tickets by default

Administrator requested to merge add-default-sla-to-fiber-tickets into master

Set type, service and SLA to new fiber tickets by default

Set default type as "Petición", service as fiber provision and SLA (Service Level Agreement) to "No pendent resposta".

SLA requires the "service" attribute to be sent all together.
